Although this sounds ridiculous, if you read the entire article, it is stated that the rule does not apply to vehicles with remote starters since then the keys are not in the ignition, etc.
It was put into place to stop car thieves.

I think it is stupid and they should change it. If you don't warm up your car in below zero weather you could do some serious damage to it and who is going to sit in there while it's warming up? I don't think there are that many car thieves in La Crosse.
